The Need
Nearly 10,000 school positions unfilled
At the start of the 2024 to 2025 school year, Florida Education Association vacancy counts showed 9,842 open positions in public schools, including 5,007 instructional roles. In simple terms: many schools are short staffed before the day even begins.

In a published case study from Osceola County, the district reported a prior year substitute fill rate of about 52.67% for the same period being compared. That means on many days, a large share of requests still did not get covered.
